Licensure Via Portfolio
Licensure via Portfolio for teachers with extensive experience supporting multilingual learners
Licensure via portfolio is an alternative way to earn a teaching license or add an additional licensure field. It is intended for teachers who have experience and expertise in the content area for which they are seeking licensure. The process of licensure via portfolio involves gathering artifacts from university courses, CEUs, and in-classroom teaching to demonstrate attainment of the standards required to be licensed in that area in Minnesota. Project MOMENTUM has developed specific supports to guide teachers wanting to pursue K-12 ESL as an additional language through this process. Eligibility
Prior to beginning the licensure via portfolio process, Minnesota’s Professional Educator Licensing & Standards Board (PELSB) requires all prospective candidates for licensure via portfolio to meet specific requirements. Please review those requirements here.

Cost
The cost of the additional licensure pathway is being fully funded by a National Professional Development grant from the U.S. Department of Education Office of English Language Acquisition through Spring 2027. Candidates who enroll by Fall 2026 will have portfolio submission fees fully covered by the Southeast Service Cooperative.
